The Manager of Network Engineering leads the comprehensive technical support of Community Transit's data and telecommunication network systems and datacenter operations. This position manages the Network Engineering division that is responsible enterprise-wide Local and Wide area networking, VOIP telecommunications, datacenter operations, server administration, and corporate email. This position also recommends, acquires and implements computer and telephony systems, hardware, software, or services to meet the needs of the company's IT infrastructure in accordance with established Community Transit architecture. This includes leading a team to research, review and compare competing products, ensuring that assets are properly configured, installed, inventoried, maintained and extending existing technologies through design, testing and experience. The Manager of Network Engineering must be able to keep clear focus on team goals and deadlines, handle frequent interruptions, and be able to respond quickly to internal client needs. This position must be able to work with sensitive, confidential and/or proprietary material while maintaining the highest degree of confidentiality and professionalism.

Essential Duties

  1. Provides direct oversight responsibility for the design and support of Community Transit's computer networks and related technology, both wide-area and local-area based, telecommunications network, encompassing phones, phone/data physical network lines, and the datacenters and associated physical environmental.
  2. Develops appropriate short and long term plans for the agency's computer network/IT assets. Initiates actions or make recommendations regarding new equipment, approaches, policies and programs to effect continual improvement; provides technical direction as necessary; architects solutions to meet emerging needs; establishes, maintains, and updates policies, procedures, and standards for all supported disciplines; has good project management, communication, and prioritization skills.
  3. Supervises Network Engineering staff, setting goals and objectives. Assigning tasks and projects, monitors work product. Develops work programs, priorities and program elements. Assists staff in time management, hires, trains and coaches, evaluates and disciplines staff as needed.
  4. Assures proper backup and recovery policies and procedures are in place; coordinates disaster recovery planning and testing; sets standards in regard to all hardware and peripheral purchases, and machine configurations. Assures that Firewall/Security/VPN configuration and change control.
  5. Provides enterprise-wide project management and leadership for the introduction of new network technology and major conversions. Leads Technical Design Review Process.
  6. Provides vendor management for network and datacenter management and participation in development and negotiation of all service contracts.
  7. Prepares estimated operating and capital budgets for approval by Director. Reconciles budget variances. Monitors budget for own area.
  8. Develops and implements division goals and objectives consistent with the mission, critical success factors, and values of Community Transit.


Minimum Qualifications

  1. Five years combined experience in Network Engineering, IT operations/infrastructure, and security.
  2. Five years combined experience in managing IT projects, administering electronic mail servers and software, domain administration, telephony, staff supervision and vendor management.
  3. Two years college or technical training in computer science or network maintenance, repair, or operating systems.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered.



  1. Bachelor's degree in computer science or related field.
  2. Microsoft Certified Systems Engineer or equivalent.

Qualification to enter this position requires knowledge of the following:

  1. Advanced knowledge of WAN and LAN networking architecture, design, security, performance and management methodologies and techniques.
  2. Advanced knowledge of the concepts, principles and practices of information systems and resource management in both a client server and web based environment.
  3. Working knowledge of Network Engineering best practices as related to service management, service delivery, and total cost of operations.
  4. Working knowledge and demonstrated skill in IT operations, backup and recovery, networking, security, and telephony operation and administration.
  5. Working knowledge of project management methodologies.
  6. Current and future trends in the IT industry and business planning.
  7. Electronic mail processing and enterprise systems administration.


Qualification to enter this position requires skill in:

  1. Project planning, coordinating, scheduling and execution.
  2. Staff management and leadership including: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
  3. Oral, written and computer-based communications, including communicating technological information to non-technical staff.
  4. Comprehend, analyze and research problems of a complex nature, make judgment decisions and recommendations as to their solutions.
  5. MS Office and MS support utilities and Third Party support utilities.
  6. Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments, and regional technical staff.
  7. Budget formulation and execution.
  8. Meeting competing priorities within specified time frames.
  9. Track future trends in the IT industry and create plans to take advantage of these trends.
  10. Drive a CT company vehicle; must possess a valid WA State Driver's license at time of hire.
  11. Work with sensitive, confidential and/or proprietary material while maintaining the highest degree of confidentiality and professionalism.
  12. Keep clear focus on team goals and deadlines, handle frequent interruptions, and are able to respond quickly to internal client needs.

Medium Work: Exerting up to 40 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
