This position is responsible for customer-focused product management and coordination of the Vanpool program. Responsibilities include goal oriented roadmap definition and execution strategies, inspiring a customer- first environment, fostering an environment of continuous learning and improvement, staff supervision, and budget and fleet management.

Essential Duties

  • Designs, plans and manages activities of the Vanpool program, including development, implementation and evaluation of vanpool products.  Creates and modifies business metrics on an ongoing basis to achieve program goals. 
  • Manages and develops a high performance oriented staff. Drive goals and accountabilities that are outcome based. Train, supervises, counsels and evaluates the performance of direct reports.
  • Defines and executes vanpool roadmap leveraging customer and employee feedback and data. Identifies opportunities to provide customers with an exceptional experience.
  • Develops and manages the Vanpool division budget and business plan, including securing grant funds. Develops and administers contracts for the purchase of vehicles in the Vanpool program.
  • Identifies key new market and customer opportunities and develops go-to-market plans. Aligns offerings to customer application needs & overall Agency strategy.
  • Works collaboratively with cross-functional teams during the product development process.
  • Enhances product strategy and positioning by maintaining a repository of competitive information, research and analysis.
  • Provides program information to management and the Director of Customer Experience, and makes recommendations on policy and program approaches and changes.
  • Coordinates with Agency staff to ensure effective collaboration of local and regional vanpool projects. Establishes and maintains strong working relationships with external partners, representing Agency in local and regional forums.
  • Performs other duties of a similar nature or level.






  • Bachelor's degree in Business Administration, Transportation, Public Administration, or a related field.
  • Five years of experience delivering on key customer needs with a strong customer focus.
  • Five years of experience influencing others to drive consensus of conflicting priorities using strong leadership skills.
  • Five years of experience in project development, management and implementation.
  • Five years of experience in supervision managing direct reports.

Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.




  • Experience in fleet management.
  • Experience in transit operations.
  • MBA a plus.




Qualification to enter this position requires knowledge of the following:


  • Principles and processes for providing an exceptional customer experience including: customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Problem analysis, decision making, follow up and continuous improvement.
  • Product design, implementation and evaluation.
  • Creation, deployment and data collection of customer surveys.
  • Budgetary principles and process controls for cash/company assets.
  • Grants and agreements.
  • Group dynamics.
  • Supervisory principles and practices.


Qualification to enter this position requires skill in:

  • Project management, goal-setting, organization and time management.
  • Creating and maintaining a customer-first environment.
  • Gathering, compiling, and analyzing research data and providing the results in a well-reasoned and data-driven report.
  • Analyzing current market trends, ensuring each market is receiving relevant information and products.
  • Leading teams: monitoring and evaluating staff.
  • Developing and administering budgets and contacts.Conflict management and resolution.
  • Excellent oral and written communications, presentations and public speaking, negotiations and selling.
  • Using applicable software applications, including Word and Excel.
  • Representing the Agency in regional forums.
  • Developing and maintaining effective working relationships with teams/employees, supervisors, managers, Board members and the general public.
  • Communication and interpersonal relations as applied to interaction with coworkers, supervisor,the general public, etc. sufficient to exchange or convey information and to receive work direction.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to negligible amount of force constantly to move objects.
