Overview

Under general supervision, provide assistance and support to Community Transit’s Security Manager by developing and managing processes to ensure compliance with system security and physical security programs; assist with security and emergency management program development; conducts day to day security inspections and investigations.

 

Essential Duties

  • Develop, streamline and manage processes to improve overall data collection and reporting. Managing the process will include:
    • Receive and review security related reports and videos;
    • Perform trending and analysis of security information to identify risks and opportunities;
    • Classify and enter all events into database;
    • Develop and implement courses of action based on findings;
    • Follow up on items that require action to ensure they are handled appropriately;
    • Write reports and communicate findings.
  • Recommend policies, procedures and tasks for managing the Lenel OnGuard access control system. Managing the system will include:
    • Perform administrative level tasks by conducting physical system inspections and audits, monitoring system performance and alarms, identifying and tracking system deficiencies and taking corrective action if any system components fail;
    • Update and assign access levels;
    • Process requests for system access, generate reports, and schedule doors to be opened and closed;
    • Print badges for employees and contractors as needed on a scheduled and drop-in basis.
  • Recommend policies, procedures and tasks for managing the Avigilon video surveillance system. Managing the system will include:
    • Perform administrative level tasks by conducting physical system inspections and audits, monitoring system performance and alarms, identifying and tracking system deficiencies and taking corrective action if any system components fail;
    • Review video as needed when conducting investigations and writing reports; maintain investigation files and reports.
  • Recommend policies, procedures and tasks for managing the integrity of digital media evidence by using industry best practices. Managing this process will include:
    • Retrieve video surveillance recordings from local and remote locations;
    • Prepare reports and witness statements for law enforcement when required in order to articulate how the video was acquired and maintained;
    • Testify in court if required.
  • Develop and manage processes to effectively present and distribute threat and security awareness information to stakeholders. Managing the process will include:
    • Monitor security threat intelligence resources and maintain situational awareness of security events relevant to Community Transit and regional partners;
    • Escalate specific and credible threats to the appropriate personnel:
      • Update and distribute a photo montage of currently excluded subjects to the front line staff.

Requirements

Minimum Qualifications

  1. Bachelor’s Degree with an emphasis in law, risk management, criminal justice, emergency management, business management, or closely related field.
  2. Three years’ experience working with security technology systems, such as access control systems (e.g. Lenel OnGuard), video surveillance systems (e.g. Avigilon), and physical security information management systems.
  3. Two years of investigative work that includes detailed field note taking, interviewing, report writing, and maintaining evidence integrity in order to develop a comprehensive case file.
  4. Ability to obtain clearance for access to the Homeland Security Information Network (HSIN) and Washington State Fusion Center (WSFC).
  5. Valid Washington State driver’s license.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above may be considered. 

 

Preferred

  1. Public transit, public agency, or regulated private industry experience.
  2. Possession of one or more of the following certifications.
    • Certified Protection Professional (CPP)
    • Physical Security Professional (PSP)
    • Certified Emergency Manager (CEM)
  3. Experience using Lenel OnGuard and Avigilon.

 

Entry Requirements for: Knowledge and Skills

 

Qualification to enter this position requires knowledge of the following:

  1. Broad understanding of the characteristics, services, and activities of general security functions.
  2. Hands-on knowledge of Access Control Systems and Video Surveillance Systems (CCTV)
  3. General understanding of Alarm Systems (intrusion and duress), Barrier Systems (Fencing, Pedestrian, and Vehicle), and Communication Systems (Emergency Assist Stations and Mass Notification).
  4. Developing and writing tasks, procedures and policies.
  5. Modern office procedures, methods, and equipment, including computers.
  6. Working knowledge of Microsoft Office products such as Word, Excel, PowerPoint and Outlook.

  1. Exhibiting a high degree of confidentiality and professionalism with demonstrated ability to maintain sensitive security information.
  2. Serving as an effective member of teams and working groups that can successfully communicate physical security related concepts to a broad range of technical and non-technical staff.

  4. Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, contractors, and regional partners.
  5. Using trending and analysis techniques to make informed business decisions.
  6. Conducting investigations, creating investigative reports and maintaining investigative files.
  7. Paying extreme close attention to details in maintaining security systems and performing investigative work.
  8. Managing multiple tasks, setting objectives/goals, and re-prioritizing as needed.

  2. Lenel OnGuard Alarm Monitoring
  3. Avigilon Control Center Administrator

 

Physical Requirements

Climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

 

Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly. This position may also occasionally to frequently be rated Light Work (up to 20 pounds of force).
