  • Overview

    Under limited direction, ensures efficient, transparent, and compliant management of agency records and information through the use of Enterprise Content Management (ECM) technologies. Partnering with Information Technology (IT) and business stakeholders, defines electronic records management concepts, objectives, and approaches. Designs, implements, and supports innovative solutions for the full life-cycle of electronic records management. Partners with inter-departmental customers to define and execute requirements for process improvements in records management.

    Essential Duties

    1. Develops and executes plans for electronic records management solutions to meet sustainability standards as defined for the agency and in accordance with state and federal guidelines: creates testing and quality assurance plans for new solutions.
    2. Partners with IT and inter-departmental customers to create and implement a standard file plan to properly classify records in all agency systems.
    3. Promotes awareness of agency-wide electronic records management requirements and technology solutions as outlined in federal and state records retention laws; trains staff on their records management responsibilities on a regularly schedule and audited bases; partners with Training to develop and track required training programs.
    4. Gathers and analyzes end user business needs to develop and document detailed requirements to align with the agency’s IT enterprise architecture and industry best practices using a holistic approach to achieve compliance for public records management.
    5. Consults with IT and business stakeholders reviewing existing business processes that support the creation and maintenance of records in electronic format and in applying appropriate technologies to automate manual record keeping tasks: prepares plans for continuous process improvement throughout the agency.
    6. Develops system integration and migration strategies to ensure the long-term preservation and integrity of records and related metadata over their required lifetime as information systems are upgraded or replaced.
    7. Attends and participates in processional group meetings: stays abreast of new trends and innovations in assigned field; maintains awareness of federal, state and local regulations and impact of changes on the agency.
    8. Performs other duties of a similar nature or level.

    Requirements

    Minimum Qualifications

    1. Bachelor’s degree with major course work in Library Science, Information Science, Records Management or a related field will account for three of the five years of experience.
    2. Six years of experience in records management, or ECM projects to include exposure in, content management, and documentation management or information architecture.                                                 

    Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, maybe considered.

     

    Preferred

    1. AIIM and/or ARMA certification

    Qualification to enter this position requires knowledge of the following:

    • Industry principles and practices in records and information management.
    • Organizational business systems and practices, business systems integration and design workflow analysis and process re-engineering
    • Document and records management systems in general, including content types and managed meta data
    • Interviewing staff to understand their business needs and use of information subject to records management; Customer service methods and techniques.
    • Operational characteristics of a variety of computer and network systems, application architecture, software and peripheral equipment, including enterprise wide system applications.
    • Project management techniques and principles, including quality assessment and assurance.
    • Pertinent state and federal regulations: Agency policies, procedures, rules and regulations.
    • Modern office procedures, methods and equipment including computers
    • Computer applications such as word processing, spreadsheets and statistical databases.

     

    Qualification to enter this position requires skill in:

    • Establishing and maintain effective working relationships with department staff and management, vendors, outside agencies, community groups and the general public.
    • Interpreting and administering records management and related policies and guidelines sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
    • Understanding, interpreting and communicating end user requirements.
    • Implementing enterprise-wide information management solutions for document and/or records management.
    • Administering ECM tools
    • Developing quality control techniques related to final product completion.
    • Planning, implementing, completing, and reporting on progress, reviews and end results.
    • Using processional and/or technical concepts to perform assigned duties and solve problems.
    • Managing multiple tasks, setting objectives/goals, and re-prioritize work to meet changing deadlines and priorities.
    • Responding to inquiries and in effective oral and written communication.
    • Applying project management techniques and principles.
    • Utilizing personal computer software programs affecting assigned work.
    • Communicates, facilitates and builds interpersonal relations as applied to interaction with coworkers, supervisor, regional partners, the general public, etc. sufficient to exchange or convey information and to receive work direction.

     

    Physical Requirements

    Require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting; depending on assignment.

     

    Medium Work:

    Depending on assignment, subject to standing, walking, bending, reaching, stooping and repetitive lifting of objects up to 40 pounds.
