  • Overview

    This position is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a wide variety of HR functions. An incumbent provides all HR services to a specific client group; has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents yet with concern for the consequences of the action. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.


    This is a Term Limited position running through December 31, 2019.

    Essential Duties

    1. Compiles, researches and analyzes available information to determine need for various sensitive and confidential human resources services. Interprets, advises and makes recommendations on human resources issues, policies and procedures, while exercising the highest degree of professionalism. Develops strong partnership with and provides professional human resources services to client groups in an effort to positively influence organizational performance and results. Advises and consults with managers on employee and human resources issues, policies and practices.
    2. Monitors third party administrator to ensure medical leaves are administered appropriately. Communicates with client department leave authorizations.
    3. Manages and educates employees on the benefit programs, including health, life, disability insurances, flexible spending accounts and retirement programs.
    4. Manages various programs to ensure compliance with various federal and state laws, including but not limited to EEO/AA, Workers’ Compensation and drug & alcohol programs. Responsible for serving as a subject matter expert and core team member for system maintenance, selection and implementation responsibilities
    5. Provides expert advice to higher level staff regarding long-term goals. Develops and recommends process improvements or program enhancements. Conducts special project work in the area of employment, benefits, salary administration, employee relations or other areas as assigned. Coordinates a variety of other human resources related programs, projects and services and serves on various committees as assigned; may work on or lead on special projects or participate as a member of other teams.
    6. Drives recruitment process based on public sector hiring standards. Develops recruitment strategies, leads in the hiring process, performs job analysis and selects the appropriate tests to be administered. Participate in Job Fairs/Community Outreach.
    7. Conducts investigations into sensitive matters, requiring excellent judgment and appropriate handling of restricted or confidential information. Creates/assembles comprehensive records and writes final reports. Investigates, evaluates and settles Workers’ Compensation claims, applying technical knowledge and human relations skills to effect fair and prompt disposal of cases and to contribute to lower claim costs.
    8.        Safely performs other duties as assigned.


    Minimum Qualifications:

    Five years of increasingly responsible HR experience. May substitute an AA degree in a closely related field for 1.5 years of this experience. A BA/BS degree in HR or a directly related field may substitute for 3 years of this experience.


    Three years in-depth experience in a single functional area of HR, such as labor relations, compensation and benefits, staffing/recruiting, Workers’ Compensation or HRIS.


    • Working knowledge and experience with PeopleSoft or other HRIS system.
    • Experience in public sector HR.
    • Experience using ICIMS applicant tracking system
    • SPHR/PHR, SHRM-SCP/SHRM-CPCEBS or NPELRA certification preferred.


    Knowledge Required:

    1. Labor Contract administration – read, research, understand and interpret collective bargaining agreements.
    2. Problem analysis, decision-making.
    3. Principles of workplace investigation interviewing witnesses, documentation.
    4. Benefit plan administration.
    5. Leave management (including FMLA and FLA under federal and state law).
    6. Management practices.  
    7. Staffing principles.
    8. HRIS systems for organizing and coordinating information about employees efficiently within systems applications.
    9. Right to privacy and confidentiality.
    10. Workers' Compensation claims administration principles and practices.
    11. Laws and regulation governing the employer-employee relationship.

    Skill Required:

    Physical Requirements

    Reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions, carrying. Light Work – Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to a negligible amount of force constantly to move objects.
