  • Overview

    This position is responsible for the accounts payable, fixed asset and grant accounting functions of the Finance Division and supervises two accounting staff.

    Essential Duties

    Fixed Assets- Accounting for 1,800 assets with an acquisition cost of $370 million

    • Records the cost of newly-acquired fixed assets (both tangible and intangible), tracks existing fixed assets, records depreciation, and accounts for the disposition of fixed assets.
    • Tracks the compilation of large construction project costs into fixed asset accounts, works with project managers to determine when the project is complete and determines the useful life on the various asset components of the project and close out of those accounts once the related projects have been completed.
    • Ensures federal and state guidelines are followed for controlling and disposing of federally and state funded assets.
    • Supervises staff who conduct the annual physical inventory of all fixed assets and certain non-capital assets.
    • Skillfully uses automated fixed assets systems. Preferably PeopleSoft Financials.
    • Develops policies and procedures and monitors internal controls over fixed assets.
    • Reconciles the fixed asset module to the general ledger on a monthly basis.
    • Prepares audit schedules relating to fixed assets for the annual audit, and assists the auditors in their inquiries.

    Accounts payable- with an annual volume of 16,000 invoices

    • Supervises a staff of two, who process all invoices according to agency policies and procedures. Acts as the auditing official by reviewing and certifying each invoice before it is paid.
    • Supervises the processing of all travel reimbursements following strict public sector rules.
    • Skillfully uses automated accounts payable systems. Preferably PeopleSoft Financials.
    • Develops policies and procedures and monitors internal controls over the accounts payable function.
    • Issues annual 1099 IRS tax forms and completes other related reporting requirements.

     

     

    Grant Accounting and Reporting

    • Prepares quarterly federal financial reports and billings to the Federal Transit Administration (FTA).

    • In coordination with the Grant Specialist, reviews the electronic draw down of grant funds for accuracy and completeness.

    • Prepares the annual Schedule of Expenditures of Federal Awards (SEFA).

    • Participates in the annual single audit and other audits of grant records.

     

    Supervisory Responsibilities

    • Selects and hires employees for this workgroup (two staff).

    • Trains and evaluates employees to enhance their performance, development, and work product.

    • Addresses performance issues and makes recommendations for personnel actions.

    • Motivates and rewards employees according to the agency’s personnel policies.

     

    Accounting System

    • Maintains complex, automated capital asset and accounts payable accounting modules, determines system enhancements and implements upgrades.

    • Creates queries, develops reports and troubleshoots system problems.

    Requirements

    Minimum Qualifications:

    • Bachelor's degree in accounting or closely related field.
    • Three years of general accounting experience and fixed asset accounting experience.
    • Two years of experience in configuring and maintaining functional requirements of automated accounting systems.
    • One year of supervisory experience.

     

    Two years working in a leadership capacity with experience in coaching and overseeing the accomplishments of others can substitute for the required supervisory experience.

     

    Preferred:

    • CPA
    • Governmental fund accounting experience
    • PeopleSoft Financials experience

     

    Knowledge Required:

    • Generally accepted accounting principles (GAAP), practices, techniques and internal controls.
    • Computer accounting systems configuration, troubleshooting and use. Preferably experience using PeopleSoft Financials.
    • Experience performing the process for month-end and year-end closing and preparing related financial statements and notes.
    • Fixed asset accounting.
    • Supervisory practices and procedures.

     

    Skill Required:

    • Demonstrates competence with oral and written skills; particularly business writing.
    • Intermediate or better use of computerized systems and software applications, such as Excel and Word.
    • Math and accurate preparation of financial and regulatory reports.
    • Problem-solving and making recommendations regarding accounting issues.
    • Coaching employees regarding work matters.
    • Meeting strict deadlines.
    • Works well in a team environment.

    Physical Requirements

    Climbing, stooping, reaching, standing, walking, lifting, fingering, grasping, talking, hearing, seeing, repetitive motions .

     

    Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
