  • Overview

    The Staff Development Manager reports to the Manager of Training and Staff Development and is responsible for developing strategies to implement agency-wide employee training programs consistent with the company's mission and goals and FTA/DOT requirements. Manages the day-to-day operations designed to provide effective and efficient training programs of internal clients agency wide. This position oversees professional staff, works with all departments on broad, complex and potentially sensitive issues and situations that may have substantial impact on Agency.

    Essential Duties

    1. Under the overall direction of the Manager of Training and Staff Development, identifies and assesses future and current training needs. Researches, designs, recommends and implements training and retraining programs including training platforms, processes and structural/technical solutions. Manages the division budget and business plan to carry out approved corporate plans and objectives.
    2. Develops and/or delivers training to all employees, supervisors and managers including the research and development of content; preparation of training materials; delivery of training; presentations; and group activities as determined necessary.
    3. Consults with management and other leadership to identify training needs that leverage and effectively utilize and promote employee performance, engagement and development. Identifies and evaluates business initiative to ascertain appropriate programs that meet company goals.
    4. Manages, supports, facilitates and reviews the work of direct report by equipping, encouraging and empowering them in their area of responsibility, which includes career development, coaching for performance, and timely annual reviews of performance in relation to established goals.
    5. In the absence of other Training and Development leadership, assumes role.
    6. Allocates staff and resources to meeting training needs to ensure optimum performance of staff resources. Conducts regular needs assessment, identifying skills or knowledge gaps that need addressing.
    7. Performs other duties of a similar nature or level as required.


    Minimum Qualifications

    • Bachelor's Degree in training, HR, education or other related field. Professional certifications in Training and Development and HR will take the place of a Bachelor's Degree (i.e. CPLP, PHR).
    • Five years of work experience as a trainer, coach or training facilitator.
    • Three years' experience in curriculum development OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    Preferred Qualifications:

    • Previous experience with a public or transit employer.

    1. Training and facilitating techniques.
    2. Developing and maintaining effective working relationships with all employees, supervisors and managers.

    4. Developing and delivering training programs and group process efforts.
    5. Oral, written and presentation communication.
    6. Word processing, spreadsheet, calendars and e-mail.
    7. Gathering data, conducting statistical analysis and explaining techniques and results.
    8. Communication and interpersonal relations as applied to interaction with coworkers and supervisor sufficient to exchange or convey information and to receive work direction.
    9. Thinking strategically and communicating effectively with Senior leadership.
    10. Supervision and performance management.
    11. Conflict management and resolution.
    12. Decision making, budget development and administration.
    13. Handling multiple assignments and prioritizing work.

    Physical Requirements

    Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions, carrying.


    Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.



    Incumbents may be subject to travel.
