  • Overview

    Reporting to the Director of Transportation, the Operations Support Manager works in closely with the Leadership Team to provide strategic, policy, programmatic, and budget oversight of:  Employee Staffing and Scheduling, Customer Comments, Leave Administration and New Transportation Projects.

    This position is an internal-facing position that will support overall operations and management with key responsibilities that include:

    • Implementing Department operational priorities;
    • Actively helping to create and sustain a healthy and productive work environment;
    • Guiding and supporting change management efforts;
    • Management of employee/labor relations issues;
    • Active oversight of all service changes; and
    • Driving quality improvement of internal processes and procedures.

    Essential Duties

    • Provide operational leadership and support to ensure the Employee Staffing and Scheduling, Customer Comments and Leave Administration areas successfully meet their goals and objectives. Ensure a consistent approach is used in all areas. Lead and oversee change management and quality improvement processes..
    • Working with the Transportation Department Leadership Team, translates the business/strategic plan into an operational strategy. Determines and manages the course of action to implement Transportation programs, projects, processes and plans to complement and implement business/strategic plans.
    • Manages, plans, organizes, evaluates and controls the development and implementation of Transportation Dept. projects and processes, including management of timelines and schedules to ensure timely and coordinated delivery of all individual work elements. Responsible for the development and tracking project budgets. Works with Assistant Managers as subject matter experts.  Assigns tasks, provides direction, and follows up to ensure timely completion of assignments.  Obtains final direction/decisions on open issues or project elements.
    • Manages, plans, organizes, evaluates and controls all service changes for the Agency. Collaborates with other departments to ensure successful service change. Executes driver bid from preparation to finalization.
    • Manages, mentors, and develops operations staff. Provides oversight for all employee/labor relations issues within the Department. Creates tracking systems and works with all Assistant Managers and Labor Relations to ensure employee issues are managed equitably, swiftly and in accordance with collective bargaining agreements and past practice.  Makes hiring, termination and disciplinary decisions and recommendations. 
    • Serves as a technical advisor to the Director of Transportation. Provides recommendations and opinions regarding impacts on areas of responsibility and the department.
    • All other duties assigned.


    Minimum Qualifications:

    • Seven years of operations experience.
    • Five years of supervisory experience in a unionized working environment.
    • Three years of project management experience in complex projects.
    • Three years of quality assurance and coordination with staff and contractors engaged in program development, procurement and implementation of equipment and systems.
    • A bachelor's degree in transportation, public or business administration or a related field. 
    • Washington State Driver’s License.

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.


    Preferred Qualifications:

    • Transit/Transportation operations experience
    • LEAN Six Sigma certification
    • PMP certification


    Qualification to enter this position requires knowledge and skill in the following:

    • Leadership principles and practices.
    • Customer experience principles including providing customer needs assessment, meeting quality standards for service and evaluating customer satisfaction.
    • Project management techniques, including all phases of a project life cycle and the responsibility for risk identification, scope, schedule, communications plans and budget.
    • Principles and practices of supervision and management, including time management.
    • Labor relations, collective bargaining agreements and management of employees in a unionized environment.
    • Continuous learning principles and techniques.
    • Developing strategic plans
    • Developing, interpreting and implementing  policies and procedures
    • Speaking in public and giving presentations.
    • Project management techniques.
    • Analyzing data and designing, organizing and conducting short and mid-range projects.
    • Managing multiple tasks simultaneously and effectively.
    • Achieving results using a flexible, open approach to problem solving while remaining sensitive to people issues.
    • High-level communication and interpersonal relations with policy makers, elected officials, and general public, etc. sufficient to convey complex information in a diplomatic fashion, and with subordinates to direct their function and achieve results.
    • Conflict resolution.
    • Proficient use of software products including processing, spreadsheets, and databases.
    • Creating a climate in which people want to achieve their best; can motivate staff and teams; enable co-workers to grow and succeed through feedback, instruction and encouragement.

    Physical Requirements:

    Sedentary Work: Exerting up to 10 pounds of force occasionally and /or a negligible amount of force frequently or constantly to lift, carry, push pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are requires only occasionally and all other sedentary criteria are met.
