    We’re looking for an Assistant Manager of Training Instruction to join our team! At Community Transit our dynamic Training and Development department is at the forefront of our company.     The Assistant Manager of Training Instruction will take on the responsibility for decision making and control of day-to-day operations of our Maintenance and Dispatch/Supervisor Instructors. The position works with our cross functional team, designing and developing curriculum content, collaborating with our Coach Operator Instructor team, and training our front line employees.

     

    Essential Duties

     

    1. Supervises Teams:  Through personal supervision and two subordinate program leads, manages all Vehicle Maintenance Training, Dispatch Training and Operation Supervisor Training. Using required personal and technical expertise monitors the procedures and documentation to ensure safe and effective work performance, providing feedback, corrective action and discipline as necessary.   Monitors work schedules to meet training and operational requirements, authorizes over time, prioritizes work plans & performance goals; interprets & monitors performance standards & expectations in a collaborative manner for employees. Makes hiring recommendations, administers discipline, conducts termination hearings & terminates employment when necessary.  Motivates, coaches & counsels employees toward active & responsible participation in daily work that aligns with department & company values.  Deals with sensitive and difficult personnel matters in a confidential and professional manner.  Develops performance and training opportunities for leads and instructors.
    2. Maintains Policies & Procedures:  Assists in developing business practices, rules and regulations for the operations of the Training Department in a way that protects the skills, knowledge and other intangible assets of individuals.  Analyzes changes in training requirements, assigned staff and policies or programs and advises Training Program Manager of recommended changes.  Monitors Training procedures & documentation. Makes recommendations for corrective actions to include modifying division policies & procedures as necessary.  Administers contractual, procedural and policy interpretation and resolution of issues.  Understands the importance of following the guidance of contractual, procedural and policies.  Ensures work assigned is in alignment and follows union contracts.  Assures that all division & company personnel policies and procedures are adhered to by leads and instructors including requirements.
    3. Union/Management Responsibilities:  Represents the division in building positive union/management working relationships. Resolves union and personnel issues at lowest level possible through education, negotiation & conflict resolution at earliest opportunity.  Researches & provides documentation for responses to grievances, recommends grievance solutions & writes responses.  May testify at hearings and arbitrations.
    4. Budget Responsibilities:  Assists and advises in developing the division budget.  Authorizes overtime, procures resources such as bus and property availability and training material needs for the program.
    5. Department Representative:  Serves as the division representative in meetings and on committees relative to training.
    6. Evaluates accidents and makes the determination of preventability or un-preventability and communicates it to employees.  Presents determination information to Accident Review Committee (ARC) as necessary.

    Requirements

    MINIMUM QUALIFICATIONS:

    1. Five years of transit experience in an agency that operates services. A Bachelor’s degree in education, management, business, transit studies or related field may substitute for three years of the experience requirement in some instances.
    2. Three years’ experience in curriculum development.
    3. Three years supervisory experience in a union environment, requiring dispute resolution and negotiation skills.
    4. Commercial driver’s license with excellent 10 year recent driving record (see posting for the definition of an excellent record).
    5. Internal applicants must have no disciplinary action and no preventable accidents in the last 3 years.

     Or An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    Qualification to enter this position requires KNOWLEDGE of the following:

    • Principles of Supervision, customer and employee relations and business management principles and techniques.
    • Management practices, work scheduling, performance management (coaching, counseling, development, performance improvement planning, discipline).
    • Principles and techniques of modern adult education programs.
    • Union and employee relations and contract administration.
    • State and federal regulations regarding motor vehicles and public transportation.
    • State and Federal laws and regulations related to commercial passenger vehicle operations and public transportation.
    • Principles of Leadership.

    Qualification to fulfill the full range of this position’s duties requires the following knowledge, which may be gained or further developed after entering the job:

    Physical Requirements

    1. Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions, carrying.
    2. Must be able to sit for extended periods of time.
    3. Must be able to sit in driver's seat and freely and without restrictions rotate the steering wheel and operate the gas and brake pedals so as to safely operate the vehicle.

    Light Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
