Under general supervision, performs a variety of accounting duties to support the proper management and reporting of capital assets. This position will be responsible for tracking approximately 2,000 capital assets with total value of approximately $312 million. This includes daily and monthly procedures, quarterly reconciliations, and analysis of complex projects. Recommends procedural or systems changes based on governmental accounting requirements for asset management. Develops complex reports as needed.

Essential Duties

  1. Accounts for the Agency fixed/capital assets; calculates and records depreciation; reconciles general ledger accounts.
  2. Research problems and discrepancies in fixed/capital asset records, determines solutions, recommends procedures to correct deficiencies and/or improve functions. Corrects errors and prepares adjusting journal entries.
  3. Works with Project Managers and Agency staff to understand complex capital projects. Capitalizes projects based on project breakdowns and governmental accounting standards. Is mindful of federal grant requirements related to fixed/capital assets.
  4. Performs special projects, ensuring accuracy and conformance with all regulations and policies. Following best practices, develops and documents capital asset polices and procedures.
  5. Assists in the development of financial data reports.
  6. Maintains computerized financial system with focus on fixed/capital asset accounting.
  7. Collaborates with external auditors, in conjunction with the Accounting Supervisor and Controller. Responds to questions regarding fixed/capital asset balances, variances, accounting procedures, and internal controls.
  8. Performs other duties of a similar nature or level.


Minimum Qualifications

  1. Bachelor’s degree in Accounting, or equivalent in technical training.
  2. Three years intermediate experience in accounting position.
  3. Two years of experience in capital asset accounting.
  4. Advanced knowledge of Microsoft Excel.
  5. Intermediate experience using automated accounting systems, including report-writing and analysis of data.
  6. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.


  1. Licensing as a Certified Public Accountant, or Masters’ degree in Business Administration or Public Administration.
  2. Governmental Accounting experience, preferably local government (e.g., transit, public works, county, or city government).
  3. Familiarity with PeopleSoft Financials, or similar financial system.
  4. Experience working with multiple agencies to record complex construction projects.

Entry Requirements for: Knowledge and Skills


Qualification to enter this position requires knowledge of the following:

  1. Finance and budget systems; Asset Management is a plus.
  2. Generally Accepted Accounting Principles, governmental accounting practices, and internal controls.


Qualification to enter this position requires skill in:

  1. Oral and written communication skills, including communicating information and ideas in speaking or writing so others will understand.
  2. Communication and interpersonal relations as applied to interaction with coworkers, supervisor, auditors or consultants, the general public and others, sufficient to exchange or convey information and to receive work direction.

  4. Analysis and problem solving with effective solutions and ability to make good decisions based on experience and judgment.
  5. Use of personal computer and MS Office software programs.
  6. Microsoft Excel, including the ability to perform lookups, create functions and formulas, and use pivot tables to analyze data.
  7. Maintaining confidentiality and communicating with tact and diplomacy.
  8. Meeting strict deadlines.
  9. Planning and implementing complex tasks, and setting work priorities for efficiency and effectiveness.
  10. Application of critical thinking and problem solving.
  11. Ability to learn and apply new skills quickly.

Physical Requirements

Lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions, carrying.


Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
