Under general supervision, responsible for central oversite, administration and coordination of fare collection, account reconciliation and reporting for the Vanpool program and customers, while delivering an exceptional customer experience.  Responsible for program procedure development, and implementation; data collection, investigation, analysis, reconciliation and validation; monitoring and reporting.  Analyzes program data and produces reports for performance tracking and compliance. Supports vanpool software systems by developing procedures, training and providing technical support. The Vanpool program utilizes a fleet of 340 vehicles operating 7 days a week.

Essential Duties

  1. Procedure Development and Implementation – Develops documentation and written procedures for vanpool-specific software and other monitoring systems to ensure parameters and policy requirements are achieved.  Establishes key performance indicators and program guidelines to track program targets and goals for increasing ridership.  Recommends and implements program and policy changes.  Develops training for customers to ensure program and policy requirements are achieved. 
  2. Data Collection, investigation, analysis, reconciliation and validation – Collects ridership for the program, performs thorough analysis, validates data, investigates and deals accordingly when issues are identified in financial areas or when individual and/or group issues arise.  Researches and analyzes data to support the program, reconciles a variety of reports for compliance with FTA (Federal Transit Authority) requirements.  Manages data for NTD (National Transit Database) and ensures accuracy of reports.  Reconciles vanpool reports and fare payments and researches payment accounts.  Assesses data for accuracy, anomalies and completeness.  Reconciles fuel reports.
  3. Monitoring and Reporting – Monitors monthly vanpool fares using established methods and guidelines.  Identifies, approves and tracks ORCA cards that are contract eligible to be used to pay vanpool fares.  Prepares vanpool pricing for ORCA Business Account contracts.  Ensures payments are accurately received from 3rd party vendors.  Identifies and recommends vehicles for replacement.  Orders replacement and expansion vehicles for the fleet.  Prepares written and visual reports and builds custom dashboards to reflect status and enable use of data in decision making.  Maintains integrity of confidential records on vanpool customers.  Reviews and monitors key performance indicators and shares with leadership through ad hoc and incident reporting.
  4. Customer Interface – Responds to comments and inquiries from vanpool customers, general public and agency employees. Provides technical support and issues resolution to vanpool customers regarding fare payment.   Collaborates with department and Agency employees to deliver exceptional customer experience and resolve issues as they arise.  Takes pivotal role in communication with other departments.
  5. Training – Identifies customer training needs.  Develops and provides end-user training for customers to ensure program and policy requirements are achieved.  Conveys established policies, procedures, and guidelines to customers.
  6. Performs other duties of a similar nature or level.


Minimum Qualifications

  1. Bachelor’s Degree in Finance, Accounting, Business or a related field.

  2. Four years of experience reconciling financial accounts and handling monetary transactions.

       3.  Four years of experience delivering on key customer needs with a strong customer focus.

  1. Two years of experience analyzing data and producing written and visual reports.

  2. Must be able to work on-call as needed.

  3. Excellent driving record, a Washington State Driver License and the ability to operate a standard equipped motor vehicle.


An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may substitute for items 1 through 4 listed above.



  1. Knowledge of Tableau software and SQL databases.

  2. Prior experience working with volunteers for a public or nonprofit employer.

  3. Prior experience in the transportation industry.

Physical Requirements

Sedentary Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
