Overview

The Instructional Designer, reports to the Manager of Training and Staff Development and is responsible for all aspects of learning design, development, and implementation, including storyboarding, creating, maintaining, and updating learning and interactive content.  The position creates engaging learning activities and compelling course content; works with subject matter experts to identify target audience’s training needs, analyzing disconnects between learning and performance, sets instructional goals and creates content that matches them.  The position is responsible for developing the appearance, organization and functionality of learning systems and materials. 

Essential Duties

1. Assess Training Needs

  • Assess and Evaluate training needs through surveys, interviews, focus groups, or consultation with internal clients. Evaluate training materials created by others, modes of training delivery to optimize training effectiveness and costs.
  • Act as agency subject matter expert advising on materials and equipment, implementation, and procedures.
  • Assess effectiveness and efficiency of instruction using the Kirkpatrick model, Agency Strategic Business Priorities and Enterprise Program Plans to develop basis for curriculum development and /or curricula updates.
  • Interview subject-matter experts or conduct other research to develop instructional content.

2. Design and Develop Content

  • Obtain, organize, adapt, or develop course content, training procedure manuals, guides, lesson plans, student guides, job aids, simulation exercises or course materials, such as handouts, job aids or visual materials. Including Web based, electronic, in-person and on the job opportunities and master course/train the trainer.
  • Identify, research, evaluate, recommend, and define information, data, learning and performance objectives, performance evaluation, instructional methods. Recommend adaptations, changes to content, delivery methods, objectives based on above.
  • Provide analytical support for the design and development of training curricula, learning strategies, or courseware standards for content developed by others.
  • Research and evaluate emerging instructional technologies or methods.
  • Project Manage the design and development of curricula with stakeholders.
  • Encouraging and building mutual trust, respect, and cooperation among team members.

3. Present and Teach

  • Facilitate classes on an as-needed basis.
  • Teach instructors to use instructional technology or to integrate technology with teaching.
  • Present information with a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures.

4. Maintain Enduring System

  • Using computers and computer systems (including hardware and software) sufficient to -set up, enter, store, analyze, process, monitor, evaluate information; transcribe, record store, maintain, create, schedule, communicate, all necessary data/information for designing, developing, maintaining, and evaluating training curriculum, content and delivery.
  • Keeping up-to-date technically and applying new knowledge to your job.
  • Using hands and arms in handling, installing, positioning, and moving materials, and manipulating things.
  • Developing specific goals and plans to prioritize, organize, and accomplish your work.

5. Performs other duties of a similar nature or level.

 

Requirements

MINIMUM QUALIFICATIONS:

  1. Bachelor’s degree in Instructional Design, Education or related field, from an accredited institution.
  2. Extensive knowledge of instructional design principles and pedagogical strategies.
  3. Three to five years of experience working in an Instructional Designer capacity including e-learning.
  4. The ability to communicate effectively, both orally and in writing, at all levels of the organization.

 

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.

 

 

PREFERRED:

  1. Master’s degree in Instructional Design, Education or related field.
  2. Experience with Learning Management Systems.
  3. Project Management Certification.

 

ENTRY REQUIREMENTS FOR:  KNOWLEDGE, SKILLS & ABILITIES

 

Qualification to enter this position requires knowledge of the following:

  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of media production, communication, and dissemination techniques and methods. This includes alternative ways to inform and entertain via written, oral, and visual media.
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.

PROFICIENT PERFORMANCE REQUIREMENTS for KNOWLEDGE, SKILLS & ABILITIES

 

Qualification to fulfill the full range of this position’s duties requires the following skills, which may be gained or further developed after entering the job:

  • Proficiency with a variety of software tools such as the Cornerstone Learning Management System, Articulate, Rise, Captivate and video editing software.

PHYSICAL REQUIREMENTS

 

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

This is a hybrid position requiring a minimum of two (2) days on-site at the Merrill Creek Operating Base (MCOB), 7000 Hardeson Road, Everett, WA 98203.
