Overview

Under limited oversight and supervision, the role of Senior Technical Project Manager will serve in the development of complex short- and long-range zero emissions projects within budget constraints. including oversight of scope, strategies, studies, and technical evaluation. As well as administration of project budget, grants, inter-jurisdictional agreements, and consultant contracts. To manage this agency wide change to zero emission vehicles.


Acts as key adviser on annual work project development. Advises on approaches to project areas. Including systems planning, system research, decision support systems, and interagency coordination. This also includes acquiring local and federal resources and coordinating the efforts of team members and third-party contractors or consultants. To deliver projects according to plan. This position will be able to manage to the project's objectives, priorities and oversee quality control throughout each project's multiple year life cycle. Creating project culture where escalations to resolve "stagnant" problems are viewed as good business and not viewed as being personal. Ensure that scope creep, communications, and quality are carefully managed.

Essential Duties

  1. Acts as project manager for agency's zero emissions technology projects. Establishing goals, implementing strategies, timelines, and budget. Advises Senior Program Manager on approaches to program implementation.
  2. Manages project contracts and interagency agreements. Provides consultant contract administrative and project oversight. Evaluates complex analysis performed by consultants and/or other agencies. Develops technical recommendations for decision-makers. Oversees the implementation and integration of new technologies with existing systems both inside and outside the agency.
  3. Communicates Project Status Upward and to the Client. Provides frequent updates to all stakeholders within the project, program, or steering committee.
  4. Collaborates with the Senior Program Manager to develop short- and long-term strategies. Project scope to support the agency’s Zero Emissions rollout. Meet evolving agency sustainability objectives.

Requirements

Minimum Qualifications

  1. Bachelor's degree. One year or more of technical Project Management experience may substitute for one year of experience or education.
  2. Five years of professional experience IT project management or applicable field.
  3. Five years of managing implementation of technology projects.
  4. Expert technical and non-technical written and verbal presentation and communication.
  5. Expert knowledge of Project Management fundamentals and strategies

 

An equivalent combination of education, skills, and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.

 

Preferred

  1. PMP Certification.
  2. Transit/Heavy-Duty vehicle Experience.
  3. Prefer a bachelor’s degree in project management, information technology, electrical engineering, or other closely related field

Qualification to enter this position requires knowledge of the following:

  1. Project management fundamentals, strategies, and techniques, including all phases of a project life cycle and the responsibility for risk identification, scope, schedule, communications plans and budget.
  2. Vendor management including contract development and review, performance management, financial management.
  3. Technology concepts and information technology teams.

  1. Analyzing data, organizing, and conducting short, mid-range and long-term projects.
  2. Computer operation and software utilization (Word, Excel, email, scheduling, and PowerPoint).
  3. Communication, facilitation, and interpersonal relations as applied to interaction with coworkers, supervisor, regional partners, the public, etc. sufficient to exchange or convey information and to receive work direction.
  4. Presenting to small and large groups of stakeholders at all levels of organizational structure
  5. Self-motivation, leadership, teamwork, management, planning, problem solving, negotiating, influencing, and budgeting.
  6. Strong problem-solving skills and ability to pivot to new solutions as updated information/knowledge becomes available
  7. Project management and ability to integrate new technologies.
  8. Procuring and managing consultants, including engineering and architectural services – preparing scope of work and budget estimates for comprehensive consultant proposal requests which require professional services, hardware, and software.
  9. Use of PC-based software in support of planning programs/project.
  10. Use strong analytical skills to decipher complex information into consumable communications to stakeholders.
  11. Managing multiple tasks simultaneously and effectively.
  12. Influence others to achieve business goals.
  13. Analyze and manage budgets and other financial matters.
  14. Understand new technology options and continuously learn.
  15. Maintaining objectivity.
  16. Demonstrated ability to self-manage and prioritize work to meet program objectives work
  17. Self-starter approach to work

 

Proficient Performance Requirements for Knowledge and Skills

 

Qualification to fulfill the full range of this position’s duties requires the following knowledge, which may be gained or further developed after entering the job:

  1. Transit business and policies related to fleet operations management systems, service planning and development, construction design and development, federal funding and policies, and transit technology product suites.
  2. Public Agency policy and procedures
  3. Heavy-duty fleet management and operations.
  4. Public Utility power delivery and integration
  5. Emerging Zero Emissions technologies, such as battery-electric and fuel-cell electric vehicles (light- and heavy-duty), and improvement to these technologies over time
  6. 3-, 5-, 10-, and 15-year agency development and expansion plans

Sedentary Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Occasionally will be in yard.
