The Marketing Program Strategist (Employer) is a key member of Community Transit’s marketing team.   The successful candidate will:

  • Encourage and incentivize audiences to use transit for work commutes and everyday travel.
  • Promote active and sustainable transportation modes that are complimentary to transit.

Growing Community Transit’s network of partners and advocates is key to success in this role. The position requires skill in client relationship management and consultative sales.


The Marketing Program Strategist (Employer) leads the success and growth of marketing programs targeting employers and businesses, including:


  • Commute Trip Reduction (CTR) program. Work with Washington State, local jurisdictions, and employers to reduce drive-alone commute trips. Identify and enroll employers that meet CTR eligibility criteria.
  • ORCA Business Accounts program. Work with businesses of all sizes to offer transit fare products for workers as an employee benefit. This is a key strategy for increasing ridership and revenue.
  • Design new and innovative strategies and programs. Reach and engage a diverse range of businesses and workers throughout our community.      

Essential Duties

       1. Use business development and relationship-building tactics to grow programs:

  • Lead and develop marketing and promotional strategies to bring on new ORCA Business accounts.
  • Ensure employers affected by the CTR law are aware of and engaged with our program.
  • Use business development techniques including research, networking, calling, and on-site visits to promote and grow programs. 
  • Ensure Community Transit employer programs include a diverse mix of businesses and workers.
  • Identify and engage potential ORCA Business Accounts prospects to ensure portfolio and revenue growth.
  • Use client relationship management tools to manage opportunities, interactions, transactions, feedback, and satisfaction.
  • Negotiate contracts, agreements, grants, and incentives for TDM programs. Ensure compliance with funding requirements and agency policies.

2. Create program content that is relevant, engaging, and aligned with requirements:

  • Promote sustainable commute options, and individual behavior change to employer program audiences.
  • Create, develop, and lead innovative strategies, campaigns, projects, and events.
  • Create relevant and engaging content across a variety of channels and tactics.
  • Collaborate with in-house creative services team to create program materials.
  • Provide technical help, consultation, education, outreach, and marketing support for employer program clients and audiences.
  • Public speaking and presenting.
  • Hosting meetings, trainings, webinars, transportation fairs, and networking events.
  • Ensure Community Transit’s Commute Trip Reduction program meets state and local requirements.

3. Strategic program ownership, planning, and development:

  • Develop and deliver employer-focused transportation demand management (TDM) programs and strategies.
  • Integrate industry best practices and your own creative innovations.
  • Expand program impact and reach.
  • Promote Community Transit brand, services, and ridership.
  • Align programs with Community Transit’s vision, mission, and strategic priorities.

4. Represent Community Transit in professional and interagency settings:

  • Build and maintain collaborative external relationships.
  • External stakeholders include employers, local jurisdictions, state agencies, other regional agencies, and the business community.
  • Build and maintain collaborative relationships across Community Transit departments.
  • Be the internal CTR subject matter expert for Community Transit.
  • Work with external committees and officials to develop CTR goals, Community Transit’s CTR program, and jurisdictional CTR plans.
  • Represent Community Transit to interagency committees, working groups, trade organizations, and events.

5. Conduct reporting, and analysis:

  • Analyze available data sources, surveys, and tools.
  • Ensure programs meet goals and identify opportunities for improvement.
  • Track, test, report, and present on program performance, impact, and client satisfaction.
  • Provide recommendations for improvement and innovation.
  • Develop, present, and manage budget under agency and grant policies.

6. Support marketing and agency initiatives:

  • Support the broader marketing team with projects and events as needed.
  • Perform other marketing and communications related duties as needed.


Minimum Qualifications

1. 5 years of professional experience related or similar to one or more of the following areas:

  • business-to-business sales (B2B, B2B2C)
  • business development
  • commute trip reduction (CTR)
  • marketing
  • sales or account management
  • transportation demand management (TDM)

2. Verbal and written communication ability, adaptable to a wide range of audiences.

  • Experience with Microsoft Office applications (Word, Excel, Outlook, PowerPoint).

3. Experience with Salesforce or similar customer relationship management tools.

  • Ability to thrive in a deadline-driven environment, independently and as part of a team.

Preferred Qualifications

1. Bachelor’s degree related or similar to one of the following disciplines:

  • business administration
  • communications
  • environmental science
  • marketing
  • public administration
  • urban planning

2. 8 years of direct, relevant, and successful professional experience related or similar to one or more of the following areas:

  • business to business sales
  • business development
  • commute trip reduction (CTR)
  • marketing
  • sales or account management
  • transportation demand management (TDM)

3. Demonstrated ability to build, execute, and scale marketing and/or sales programs.


4. Experience in content strategy, editorial planning, and content development


5. Experience planning and producing mid-scale event plans and events.


6. Advanced Microsoft Excel, capable of manipulating data to perform analysis and reporting.


7. Conversational fluency in one or more of Community Transit’s Title VI primary or secondary languages:

  • Spanish
  • Korean
  • Chinese
  • Russian

8. Experience, familiarity, and comfort with using and encouraging people to use public transportation.

  • Building and maintaining collaborative relationships with internal and external partners.
  • Preparing inclusive presentations.
  • Public speaking and presenting information to small and large groups including:
    • city councils / boards of directors
    • community groups
    • Community Transit events
    • elected officials
    • employee groups
    • executive leadership team
    • trade organizations
  • Compiling and analyzing data to measure outcomes and inform strategic decision-making.
