Overview

As the Manager of Application and Data Services Team, you will provide operational support for data assets. You will contribute to strategic and tactical planning to maintain software currency and protect the integrity of software and data assets. You will manage the technical infrastructure for applications and data services. This includes processes for data warehousing, integrations/interfaces, change management, and application support. This position must maintain a clear focus on team goals, handle interruptions adeptly, and respond to internal client needs, all while handling sensitive and confidential material with utmost professionalism.

Essential Duties

  • Supervise the technical infrastructure for the data program, including data warehouse, processes for data warehousing, integrations/interfaces, change management, and application support.  Supervise administration of database management systems for day-to-day operations and lifecycle support.
  • Support development of short and long-term plans for the agency’s assets. Make recommendations regarding new equipment, systems, approaches, policies, and programs to effect continual improvement. Serve as subject matter expert for implementation, development, and upgrade of business systems.
  • Supervise, coach, and mentor staff, including prioritizing and assigning work and evaluating performance.  Ensure staff are trained. Identify and support professional development opportunities.  Make hiring, disciplinary, and termination recommendations.
  • Develop the annual business plan and estimated operating and capital budgets.  Monitor the divisional budget and business plan.
  • Manage project contracts and interagency agreements. Track and manage contract activity to successful completion.  Coordinate, direct and monitor the work of vendors and consultants. Establish and monitor quality assurance processes. Monitor, manage and negotiate vendor contract costs in partnership with procurement.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • 6 or more years of experience in a related area, such as IT Systems Administration, Systems Engineering, or Application Analysis
  • Demonstrated experience supporting hosted and SaaS applications, including application lifecycle management
  • Experience in data and database management support and operations
  • 4 years experience managing the work of IT professionals or consultants
  • Demonstrated experience resolving emergent IT issues

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Preferred

  • Project planning, coordination, and scheduling
  • Bachelor’s degree in computer science or a related field.
  • Experience developing, designing, and launching business intelligence systems.
  • Selection, design, and implementation of applications and database management systems
  • ITIL certification.
  • Experience supporting Enterprise Application/ERP Suite, client-server, and/or n-tier web environments.

Working Conditions

  • Hybrid telework is available, typically 2 days in person, 3 days remote (if requested).  Work is performed in an office environment and requires the use of office equipment and technology.  You may be required to lift and carry supplies and equipment up to 10 pounds occasionally.  While performing field work, you may also be exposed to automotive fumes, odors, and dust, and may need to complete tasks in noisy environments and varying weather conditions.
