Overview

As HRIS Manager, you will lead and manage the Human Resources Information Systems.  These include centralized employee data (including personal, demographic and compensation information), scheduling and labor, benefits administration, payroll and workforce management, talent acquisition, and absence management.   You will be responsible for identifying, evaluating, and implementing HR systems and process improvement solutions, including delivery of service that optimizes employees’ experience, alignment with organizational goals, and supports future growth.

Essential Duties

  • Oversee and maintain optimal function of the Agency’s internal HRIS systems which may include database management, network support, installation, customization, development, maintenance and upgrades to applications, systems and modules.  Design and develop technology solutions in support of business priorities.  Bring best practices and best system solutions. Evaluate and ensure HRIS policies comply with laws, regulations, and collective bargaining agreements.  
  • Oversee and maintain internal database files, tables, codes, backup files, integrity and security.   Provide technical support, troubleshooting and guidance to Agency employees.  Compile or assist with acquisition of complex data reports, summaries, and logs requested by leadership and staff.
  • Manage the installation, implementation, modification and upgrade of software and applications to meet changing business and technology needs.  Build streamlined processes and support technical design, testing, and deployment.
  • Research and provide recommendations to meet changing business requirements.  Manage permissions, access, personalization and similar system operations and settings for HR service users. 
  • Oversee HR reporting and analytics for the organization.  Develop a repository of HR data, including dashboards of key metrics, to ensure regular access to critical information is available.  Identify and develop key performance indicators (KPIs) and management dashboards.  Program custom functions and documentation such as automated queries, filters, macros and reports.
  • Serve as lead representative and liaison between Employee Engagement, Finance/Administration, Information Technology, external vendors and other stakeholders for database design and implementation projects.  Ensure system compliance with data security and privacy requirements.  Oversee the procurement of appropriate hardware and software to ensure the organization has high quality, efficient systems.
  • Supervise, coach, and mentor staff, including prioritizing and assigning work and evaluating performance.  Ensure staff are trained.  Identify and support professional development opportunities.  Make hiring, disciplinary, and termination recommendations.
  • Maintain current knowledge of State and Federal labor regulations, trends and developments in data management and security, HR technology and HRIS applications.  Serve as subject matter expert for implementation, development, and upgrade of HRIS.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Business Administration, Human Resources, or a related field.
  • Five years of experience with HR Information Systems that manage multiple HR functions (compensation, benefits, talent acquisition, performance management, etc.)

 

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Knowledge Requirements

  • Bachelor’s degree in information technology or Human Resources Management required.
  • 5 years of database management or related experience.
  • One year in a supervisory position.
  • HRIS (HR, payroll and timekeeping) systems.
  • HR processes and user requirements.

Working Conditions

Hybrid telework may be available.  Availability is at management discretion and may not be available for this position based on the nature of the work.  Work is performed in an office environment and requires the use of office equipment and technology.  You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
