Overview

As EPO Manager, you will be responsible for strategy, program planning, and management for the Enterprise Program Office (EPO), which includes business relationship management, enterprise-wide technology project management, strategic and enterprise portfolio management. You will research, plan, budget, manage, develop, supervise, and implement Community Transit’s EPO program and practices by coordinating all internal agency resources, consultants, and stakeholders throughout the lifecycle of projects and into operations. 

Essential Duties

  • Research, plan, budget, develop, implement, and manage the three programs/practices:  business relationship management, enterprise-wide technology project management and portfolio management.  Develop and implement vision, goals, and objectives consistent with the mission, goals, and values of Community Transit.
  • Supervise, coach, motivate project managers.  Identify and support professional development opportunities.  Evaluate program performance.  Make sound hiring, disciplinary, and termination recommendations.
  • Business Relationship Management:  Implement and manage the framework that enables IT to assist the Agency in meeting its goals through support and prioritization of IT services and customer needs at the strategic and tactical levels.
  • Project Management Practice:  Manage the design, documentation, training, and implementation of standard project management practices across the agency.  Provide consultative advice, input, direction, and support to agency management on matters relating to project management strategies, goals, programs, and projects.
  • IT Project Management Office (PMO):  Provide project management resources to support the business by conducting assessments of current needs, identifying solutions to meet those needs, and leading cross-functional project teams to implement selected technology solutions.
  • Enterprise Project Portfolio Management:  Manage the portfolio of agency projects.  Provide visibility and the information needed to allocate resources, prioritize work, and ensure project work aligns with the agency’s strategy and goals.
  • Implement systems to assess, collect, maintain, and analyze data.  Generate interim progress reports, final reports, evaluations, and other information in support of the EPO & PMO program/practices.
  • Establish and implement short- and long-range goals, objectives, policies, and operating procedures for each of the  programs/practices.  Monitor and evaluate operational effectiveness and implement changes required for improvement.
  • Serve on department and division planning and policy making committees in support of the EPO program and practices.
  • Provide expertise in business relationship management, project management, and portfolio management. 
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • Five years of experience in program management and coordination with staff and contractors engaged in project development, design, testing, and implementation of systems. Bachelor’s degree in project or program management, computer science, transportation planning, urban planning, public administration, or a closely related field will account for 3 years of experience.
  • Five years of experience leading, organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
  • Three years of experience in supervision.

 An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Knowledge Requirements

  • Program management, such as strategic planning, identification of business needs and objectives, and portfolio management.
  • Project management techniques, including all phases of a project life cycle and the responsibility for risk identification, scope, schedule, communication plans, and budget.
  • Vendor management, including contract development and review, performance and financial management.
  • Technology concepts and technology teams.
  • Project management and total quality leadership and communications.

Working Conditions

Hybrid telework is available, typically 2 days on site, 3 days remote (if requested).  Work is performed in an office environment and requires the use of office equipment and technology.  You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
