Overview

As Manager of Contracted Transportation Services, you will direct delivery of fixed route and paratransit services provided by contractors.  You will develop and ensure conformance with contract objectives, service quality standards, plans, schedules, and budgets.  You will manage agency-wide efforts to improve mobility for people with special needs, including participation in regional and local special needs transportation coordination.  You will manage the Transit Instruction Program and develop partnerships with other providers and agencies to implement programs and grants.  You will also recommend agency policies regarding special needs issues.

Essential Duties

  • Oversee delivery of fixed route transit and paratransit services by contractors.  Monitor and evaluate the quality of contracted services.  Develop and ensure conformance with contract objectives, service quality standards, plans, schedules, and budgets.  Audit contractor billings for discrepancies and budget variances and recommend payment.  Oversee the conduct of on-site and on-vehicle inspections.  Identify performance variances.  Assess liquidated damages and direct implementation of corrective actions.
  • Serve as the primary liaison directing contractor management teams.  Interpret and communicate agency policies, rules, regulations, plans, and projects to contractors.  Ensure consistent application of agency policies and rules by contractors.  Ensure effective coordination and implementation of agency projects (SmartCard, APTS, service changes, etc.)  Direct contractor response and communications in emergencies and special conditions, including authorizing increases or reductions in scheduled services.  Provide regional coordination between contractors and other service providers.
  • Manage agency-wide efforts to improve mobility for people with special needs.  Participate in regional and local special needs transportation coordination, design, and delivery of the Transit Instruction Program.  Partner with other providers and agencies to implement programs and grants.  Recommend agency policies regarding special needs issues.
  • Supervise assigned staff, prioritizing and assigning work.  Set goals and evaluate performance, providing timely and appropriate feedback, coaching, and recognition.  Make hiring, termination, and disciplinary recommendations.  Train staff and offer professional development opportunities.  Promote diversity, equity, and inclusion in all staff programs and activities.
  • Receive customer comments and community input regarding services and programs.  Resolve disputes between customers, contractor management, and the agency.  Provide information to the public and participate in public meetings for the agency.
  • Develop and administer annual division budget and business plan, including two major transportation service contracts.  Oversee allocation and expenditure of budgeted funds.  (Annual operating budget of $24 million).
  • Develop and implement contracts with other public agencies.  Develop scopes of work and service criteria for transportation RFPs.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • Bachelor's degree in business or public administration, transportation, or a related field.
  • 5 years of increasingly responsible experience in transportation delivery with at least 3 years of experience in contract management and staff supervision.

 

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Knowledge Requirements

  • Fixed route transit and paratransit operations, including scheduling and planning.
  • Contract management and administration.
  • Budget development and administration.

Preferred Skills and Knowledge

  • Management experience in design and delivery of public fixed route transit services and special needs paratransit services.
  • Technical knowledge of Intelligent Transportation Systems (ITS) applications in transit (computer aided dispatch, automated passenger counters, vehicle location systems, advanced fare collection systems, interactive voice response, etc.).

 

Working Conditions

Work is performed in an office environment and requires the use of office equipment and technology.  You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments.  You may also be required to lift and carry materials up to 10 pounds occasionally.
