As Program Manager for Talent Acquisition, you will lead the recruiting team and manage the talent acquisition program for the agency. You will develop policy and strategy for developing and maintaining the program based on agency goals, Federal and State regulations, research, and analysis. You will also lead the implementation and management of an internship program that will work closely with trade schools, colleges, and universities.
Review current HR processes and systems, identifying areas for improvement. Support the implementation of innovative solutions to enhance operations, efficiency, and effectiveness. Ensure legal compliance and alignment with agency goals and priorities.
Supervise and inspire staff, prioritizing and assigning work. Set goals and evaluate performance, providing timely and appropriate feedback, coaching, and recognition. Make hiring, termination, and disciplinary recommendations. Train staff and offer professional development opportunities. Promote inclusion in all staff programs and activities.
Work with hiring managers & HR Business partners to identify and draft detailed and accurate hiring plans, criteria, and expectations. Develop long term and strategic plans in regard to business needs now and, in the future, and developing pipelines for recruiting to meet those needs. Ensure job postings are up to date, easily accessible, and accurate on all recruitment platforms.
Research and establish an internship program. Identify trade schools, colleges, and universities and appropriate contacts. Develop appropriate structure and application processes. Work with department managers and supervisors to identify recruiting needs and internship opportunities.
Review, update, and if needed, create standard operating procedures for talent acquisition processes.
Assist in identifying and tracking key performance indicators for talent acquisition functions.
Manages recruitment budget including planning and development. Track recruiting expenditures and identify advertising sources with the best return on investment.
Perform other duties of a similar nature or level.

Working Conditions
Hybrid telework may be available. Availability is at management discretion and may not be available for this position based on the nature of the work. Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
